Meet the Board

Sworn into service in May 2019, the Board currently consists of the following members:

Dan Mathews, Board Member

Daniel Mathews was appointed by President Biden on February 9, 2024 to serve as a member of the PBRB.  Mr. Mathews is currently President of Mathews Associates LLC, where he advises companies on a variety of real estate issues.  Mr. Mathews also serves on the Industry Advisory Group of the US State Department’s Bureau of Overseas Buildings Operations, where he and other noted industry professionals advise the State Department on how to provide the most effective facilities for United States Diplomacy abroad.  In addition, he is a board member of both the Federal Real Property Association and the National Federal Development Association.  He has extensive experience with federal real estate issues and served as Commissioner of the US General Services Administration’s Public Buildings Service.

Jeffrey Gural, Board Member

photo of Jeffrey GuralJeffrey Gural was appointed by President Biden on November 10, 2022, to serve as a member of the PBRB. Mr. Gural is the Chairman of GFP Real Estate, LLC (formerly Newmark Holdings), and President and CEO of Tioga Downs and Vernon Downs in New York. He is also a member of the Executive Committee of the Real Estate Board in New York. He is a graduate of Rensselaer Polytechnic Institute with a degree in Civil Engineering.

Michael Capuano, Board Member

photo of Michael CapuanoMichael Capuano was appointed by President Biden on November 10, 2022. He is an attorney who served in the U.S. Congress from 1999 to 2019 and served on the Financial Services Committee and the Transportation and Infrastructure Committee. Prior to Congress, he served nine years as the Mayor of his hometown, Somerville, Massachusetts, which is the most densely populated city in New England. He currently works at the Venable, LLP, law firm, which has offices around the country.

David L. Winstead, Board Member

photo of David L. WinsteadDavid L. Winstead is an attorney at Ballard Spahr LLP who has had top leadership positions in both the private and public sectors. Mr. Winstead’s practice concentrates on real estate development and infrastructure issues, public-private partnerships, government contracts, and regulatory matters. His clients have included domestic and international corporations, real estate enterprises, energy and transportation companies, as well as government agencies and nonprofit organizations. During this career, he has served as Maryland’s Secretary of Transportation, GSA’s Public Buildings Commissioner, and on the Board of Managers of Chevy Chase Village, Maryland. He currently serves on the Maryland Aviation Commission, BOMA’s National Advisory Council, Real Estate Roundtable, and Founding Chair of ULI’s Public Development and Infrastructure Council.

Nick Rahall, Board Member

photo of Nick RahallNick Rahall is a former member of the U.S. House of Representatives and the longest-serving member from the state of West Virginia. Mr. Rahall’s service to his districts included the southern, coal-dominated portion of the state including Huntington, Bluefield, and Beckley. During his tenure, Mr. Rahall served as the Ranking Member of the House Committee on Transportation and Infrastructure.

D. Talmage Hocker, Board Member

Talmage Hocker is the founder and CEO of The Hocker Group, LLC, an integrated real estate platform that invests in well-located commercial real estate assets found in secondary markets throughout the Southeast and Mid-Atlantic States. Prior to this, Mr. Hocker worked with his father to develop, acquire, lease and manage more than 50 properties in 14 states consisting of over 15 million SF with an asset value in excess of $1 billion.
